Driving isn’t the only activity risky to the public
Driver licenses require renewal at regular intervals. The rationale being that the requisite mental and physical skills for safe operation of a motor vehicle on public roadways erode over time.
The rate of erosion is the unknown component. Skills are affected by myriad factors unique to each previously licensed operator.
