Matthew Self, He/Him, Product Lead, Digital Service at Veterans Affairs
Prior to joining USDS, I spent time as a product manager at a number of health-tech startups; HealthStack in Silicon Valley, building a healthcare systems interoperability platform and Kitcheck in Washington DC, building an IoT pharmacy automation solution. I am a product manager embedded at the VA where I’m part of a team working to modernize the digital experience for Veterans and their families and help them access the tools and services they have earned through valiant service to our country! At AfroTech I’m pumped to have the opportunity to connect with a talented group of diverse individuals, share my experience at USDS, and empower and uplift an awesome group of professionals, and (hopefully) future USDSers!
Clair K, She/Her, Digital Service Expert & Budget Sorceress, Defense Digital Service
I spend most of my time building relationships and hacking procurement, budget, and policy bureaucracy to enable my team to continue its nimble work to help the Department of Defense better meet the needs of its users with functioning technology. The rest of my time, I spend hatching brilliant ideas with some of the best humans I have ever known, to achieve the aforementioned. At AfroTech I’m most looking forward to the brilliant diverse talent to join our ranks. We need more brown voices and expertise among our ranks to truly ensure the government is meeting the technology needs of all of its users, regardless of socio-economical or cultural backgrounds.
David Holmes, He/Him, Software Engineer, Department of Homeland Security Digital Service
I’m working on the Grants Management Modernization project at FEMA. FEMA has 40+ different grant programs spread across 10 different systems. That makes it complicated for anyone to know how to apply and receive grants. We are working on getting those 10 different systems down to 1. At AfroTech, I am looking forward to meeting, listening and sharing with other people in the tech industry who look like me and may come from a similar background. Especially about the work they are doing in the industry as well as the impactful work I am doing at USDS.
Kayenda Johnson, She/Her, User Experience Researcher, Digital Service at Health and Human Services
Before joining the U.S. Digital Service’s team at the Centers for Medicare and Medicaid Services (CMS), I was a consultant providing user research and other human-centered design (HCD) services to a variety of federal agencies such as the Federal Bureau of Investigation and the United States Secret Service. I led user research efforts for the design of CMS’ Quality Payment Program website with a host of government and contracting teams. Most recently, I am leading user research efforts on a data liberation endeavor for content on CMS.gov and continues to serve as a human-centered design advocate within the broader agency. I’m looking forward to the complete AfroTech experience, and meeting other designers and technologists who are passionate about creating superior user experiences.
Michael Rivera, He/Him, Technical Recruiter, U.S. Digital Service
At USDS I work to bring talented tech folks into government to help solve interesting and complicated problems that affect the lives of millions of people in this country. At AfroTech I’m excited to hear from, meet, and learn from the many incredible technologists in attendance, and to talk about how we can collectively use our skills in technology to make the biggest impact.
The best of technology.

And we want you.
We’re looking for the most tenacious designers, software engineers, product managers, and more, who are committed to untangling, rewiring and redesigning critical government services. You’ll join a team of the most talented technologists from across the private sector and government.
