Announced by U.S. Citizenship and Immigration Services (USCIS) on 25 February 2025, the law was brought back as a potential tool for criminalization of immigrants. The long-dormant immigration law forces certain immigrants to register with the federal government and requires immigrants to carry proof of registration at all times. Non-compliance may result in criminal prosecution.

Undocumented immigrants are faced with an untenable choice. They must either risk immigration enforcement by coming forward or remain in the shadows and risk criminal prosecution for failing to comply. Even immigrants who are already registered could face penalties if they forget to carry proof of registration with them at all times. [Heitz Immigration Law]

Immigration arrest quotas

Individual law enforcement officers (police) may average 3 arrests per day on an active day. [WaPo]. Most police may make far fewer or none at all, depending on the local crime rates and field office staffing. Some estimates project individual officers average 14± arrests per year.
