Estonian transport companies begin to digitize their work

The construction company Nordecon set an example by being the first in Estonia to start transporting aggregates with an E-waybill. In order to make the supply chain for bulk shipments more traceable and to prevent overloads, as well as, to make their working more efficient, E-waybills have been in the pipeline for over two years. However, the industry was not ready for this big change in 2018.

Recently though, several organisations have signed an agreement to digitize the logistics and transport of aggregates. This includes The Estonian Asphalt Pavement Association (ESTAPA), Autoettevõtete Liit, The Association of Estonian Cities and Municipalities (AECM), Eesti Ehitusettevõtjate Liit, Association of Construction Material Producers of Estonia, Republic of Estonia Road Administration, Republic of Estonia Tax and Customs Board and Estonian Police and Border Guard Board. The agreement between these parties is an important milestone in the successful introduction of digital waybills in the sector.

Today, the obligation to use E-waybills for transport of all materials is already included in several tenders of the Estonian Road Administration to make the overall work more efficient.

Companies that use E-waybill software provided by Waybiller provided the following feedback on the system:

Road surface work in Harju and Rapla counties in 2020

This tender was won by Üle OÜ , which started working on it on 15.04.2020. As of today, more than 1600 loads have already been transported using E-waybills. The project manager from Üle OÜ, Andres Thompson, provided the feedback on the e-waybill.

Andres said that the software is user-friendly and easy to manage. Also, road builders can advantage greatly from e-waybills, as the management of scanned paper waybills has been a headache. According to Andres, E-waybills provide everything from download to summary of the delivery notes within the interface. Moreover, you can get a better overview of the quantities of the material brought to the site. It is easy to get both real-time and past data without having to wait for reports from contractors.

Marko Ringenberg, CEO of Järvak AS the transport partner in this project, also found the system very easy to adapt to.

Drivers easily transitioned from paper waybills to e-waybills. Marko found the digital waybills to have simplified the work and help save money.

According to Marko, Järvak AS is already moving towards fully digitalized transportation systems.

Repair of Rapla gravel roads

This tender was won by Lääne Teed OÜ, which started working on the project on 04.05.2020. As of today, more than 1000 loads have already been transported with the e-waybill as part of this procurement. Indrek Rajamets, the maintenance manager of Lääne Teed OÜ, commented on these digital waybills.

According to Indrek, the interface is very simple and user-friendly. Also, the work has become more convenient along with a smooth transition of workers to the software. Taital Trans OÜ was the transport partner for this project and the logistics data entry specialist Kärt Raudsepp commented on the software. He found that using E-waybills was convenient for the drivers as they could create a document with a few clicks. As drivers don’t have to manually fill delivery notes any more, this has reduced the time spent on creating waybills by far.

Moreover, on behalf of the Estonian Road administration, Aivo Salum commented on the system. According to him, the biggest gain from this system is transparency.

Aivo mentioned that the road administration is generally moving towards an open construction, where less paper is used, and the amount of data that is collected and transmitted can be optimized. E-waybills are an important catalyst in this process.

Organizations related to road construction in Estonia have finally taken the first step to make the logistics industry efficient and transparent. The pilot projects have been in use for some time and the companies using them have noticed quick and easy onboarding to the system for end-users, and a great optimization of cost and time.
