How do you move from one Arrangement to another without the left-hand side panel showing?

There are three ways to do this:
(1) Use the Toolbar buttons in Present Mode
Use the Toolbar buttons in Present Mode
(2) Use Journeys in Present Mode
When you add a viewpoint (“step”) to a journey, one of the things the viewpoint (“step”) stores is the current Arrangement (the Arrangement which is being applied when you save the viewpoint).
So for example, you could make a Journey that transitions through a series of Arrangements without the camera position even changing, or one in which both the camera position and the Arrangement changes on each step. (Aside: Journey steps also store the applied Category Set, so this can also change from one step to the next.)
(3) Desktop Keyboard Short-cuts
On desktop machines you can cycle through Next and Previous Arrangements on a sphere by pressing Control+p or Command+p on Mac (“p” standing for Previous) and Control+n or Command+n (“n” standing for Next).
This works in all four Thortspace modes, including Explore mode (which doesn’t even show side-panel tabs).
