The TDG-in-Waiting
A bit more waiting
The fourth and final TDG stage is when the TDG has the skills to assume authority and responsibility for governance. But it still needs to work on the trust and respect of the general public.
While further building that trust and respect, the TDG-in-waiting should be working on the legal mechanisms to effect the transfer of current democracy to TDG governance. The TDG should not assume the political parties or civil service have the desire or resources to draft this plan.
The TDG-in-waiting will need at least one co-operative political party to effect this transition. Such co-operation might become an election issue. If the TDG-in-waiting has strong public support, it will be difficult for a political party to campaign against it — and still win the election.
When the public support is there and most of the legal requirements have been fulfilled, the transfer of authority and responsibility will occur, similar to when one political party takes over from another.
And then we have the TDG in place.
