Harlon Carter died in 1991, but his legacy is very much alive. Carter was a main leader of the “revolt in Cincinnati,” when the NRA’s traditional leadership—then focused on hunting and sportsmanship—were overthrown. Carter led the organization into a new era, transforming it into the lobbying behemoth it is today.
