Nationwide, this racial disparity is caused by disparities in crime, and in crime policy. Because people of color are more likely to live in concentrated urban poverty, they’re more likely to commit — and be victims of — the most serious crimes. But at the other end of the spectrum, such as drug use, people of all races and ethnicities generally break the law at similar rates but people of color are more likely to be caught up in the system for this.
