We’re already seeing some of this merging in St. Louis County after the Ferguson protests. All these tiny municipalities have to cap the revenue they were getting from court fees and traffic tickets, so they’re disbanding their police departments and contracting with others. But those towns are also arguing that they should be able to get out of the federal requirements if they contract with a “better” police department…which would probably absorb all the same officers, anyway.
