On 11 October 1795, Paris was divided into twelve arrondissements and each arrondissement was subdivided into four quarters. In 1850, Napoleon III and Baron Haussmann developed a plan to include many surrounding communes under Paris admistratation, therefor in 1859 the 20th arrondissment plan were implemented.
