As the government of Uganda commences with the establishment of 15 new cities, Sunbird AI, UN Global Pulse Uganda, and ToroDev — a consortium of organizations innovating with data are embarking on an ambitious initiative to transform Fort Portal and Jinja cities into hubs of data-driven practices.

At the heart of this effort is the mission to empower city officials and residents with the tools of data and evidence. The organizations intend to create resilient urban environments through building trust, enhancing capacities, and implementing innovative data strategies.

“The focus is on providing tangible, data-backed solutions to the unique challenges faced by each city, ensuring their sustainable development,” — Dr. Martin Gordon Mubangizi, the team lead for UN Global Pulse Uganda.

Recognizing the hurdles of conflicting priorities and low confidence in available data, stakeholders are rigorously being engaged in dialogue. This aligns with national goals, swift pilot projects, and in-depth needs assessments, as the initiative aims to instill confidence in the power of data-driven decisions.

The initiative adopts a phased, inclusive approach, rooted in the diverse needs of the communities involved. Beginning with comprehensive needs assessments, the initiative delves into workshops designed to enhance data appreciation among city officials. Subsequently, the focus advances to developing city-level data strategies that are tailor-made to address local challenges. Pilot projects, strategically designed for quick wins, will serve as templates for future initiatives, ensuring a sustainable and scalable impact.

“The visionary project aims to not only transform Fort Portal and Jinja but serve as a blueprint for future urban development initiatives across Uganda,” — Bright Onapito from UN Global Pulse.

By equipping cities with the tools to harness data, these communities are poised for a future where decisions are not just made but are informed, precise, and impactful. As this initiative unfolds, Uganda’s cities are on the brink of a data-driven renaissance, promising a future where innovation meets information, and growth meets guided progress.

The collaboration of the three organizations brings a wealth of experience and expertise to the project. Guided by ToroDev’s comprehensive baseline study, the initiative gains crucial insights into the specific needs of Fort Portal and Jinja. UN Global Pulse Uganda’s ongoing efforts in data and strategic actions for optimal data use ensure alignment with national objectives, fostering seamless integration. Additionally, Sunbird AI’s vast experience in applying practical Artificial Intelligence for social good in African and Ugandan contexts introduces innovative approaches.
