Lokal 2030-plattform ska skynda på klimatomställningen

Nyckelaktörer för det lokala genomförandet av FN:s hållbarhetsmål har, på inbjudan av FN:s generalsekreterare, etablerat Sweden Local2030 Hub. Det är en plattform för kapacitetsbyggande, kunskapsdelning och samverkan med särskilt fokus på hållbara städer och samhällen. Plattformen syftar till att accelerera det lokala genomförandet av Agenda 2030 såväl nationellt som globalt, inte minst vad gäller klimatomställning.

Vi vill att aktörer från olika sektorer och länder ska mötas i en gemensam plattform och tillsammans lyfta frågan hur vi kan accelerera vår hållbarhetsarbete och implementeringen av Agenda 2030. Vi har bara 10 år på oss tills dess att de globala hållbarhetsmålen ska vara genomförda. Tankesmedjan Global Utmaning har därför på uppdrag av FNs generalsekreterares kansli tagit initiativ till en plattform för att underlätta arbetet med att genomföra Agenda 2030 och dess mål lokalt — något vi menar är avgörande för att säkerställa en hållbar utveckling globalt. Global Utmaning är initiativtagare men arbetet med Sweden Local2030 Hub delas mellan ett 20-tal organisationer, däribland Viable Cities.
Gemensamt fokus för arbetet som Sweden Local 2030 Hub åtar sig är att fokusera på hur jämställdhet (mål 5), jämlikhet (mål 10) och samverkan (mål 17) kan användas för att främja hållbara städer och samhällen (mål 11) och därmed stärka kapaciteten för ett lokalt genomförande av Agenda 2030. Hela världen står inför utmaningen med Agenda 2030 och tiden springer iväg. Vi är många som känner att det börjar bli bråttom att få fart på̊ processerna som ska implementera de globala målen. Kommuner och städer känner att de behöver stöd i frågor som rör Agenda 2030 och hållbar lokal omställning.
Syftet är att hubben ska fungera som en kontaktpunkt mellan städer och andra relevanta aktörer såväl i Sverige som globalt och vara en plats för inspiration, kunskapsutbyte och kapacitetsbyggande. Som indisk aktör kan det till exempel vara svårt att veta var man ska vända sig om man är intresserad av ett initiativ som tagits i Sverige. Därför vill vi att den här hubben ska fungera som ett tydligt fönster utåt så att Sverige kan interagera med andra aktörer när det gäller 2030-målen. Ambitionen är att öppet sprida goda exempel och Sverige har en mängd goda exempel att lyfta.
Många mål kan bara implementeras lokalt, därför är det viktigt att lokala aktörer och städer förankrar målen. Här kan Sverige fungera som ett bra föregångsland. Vi har en decentralisering i Sverige och mycket av styret sker i kommunerna. Vi har vi mycket kunskap, men det gäller inte alla kommuner och regioner. En del är bättre än andra och har erfarenheter att dela med sig av. Samtidigt vet många inte vart de ska vända sig med de här frågorna. Därför vill vi skapa en plattform som kan hjälpa svenska aktörer att dela med sig av sina erfarenheter så att man kan jobba snabbare.
Vi hoppas att vi inom hubben tillsammans kan öka takten på implementeringen av Agenda 2030 i Sverige och globalt. Tanken är att Hubben ska kunna underlätta nätverkandet och erfarenhetsutbytet med andra länder. Städer och länder jämför sig gärna med varandra och det finns en uppdelning inom Sverige men också globalt. På den internationella arenan finns många fler att jämföra sig med. Hur resultatet blir är upp till de medverkande aktörernas engagemang. Tanken är inte att det ska bli en ny institution utan vi ska försöka utnyttja de strukturer som redan finns. Tanken är att Sweden Local2030 Hub ska vara proaktiv och bidra till att ta fram stöd och underlag i svåra frågor.
Viable Cities är ett strategiskt innovationsprogram med uppdraget är att snabba på omställningen till klimatneutrala och hållbara städer till 2030, med digitalisering och medborgarengagemang som möjliggörare. Programmet är en av medlemmarna i Sweden Local2030 Hub. Viable Cities finansieras av Vinnova, Energimyndigheten och Formas.

Sweden Local2030 hub shall increase the pace of the climate transition
Key actors in the local implementation of the UN sustainable development goals (SDGs) have, at the invitation of the UN Secretary General’s office, established a Sweden Local2030 Hub. It is a platform for capacity building, knowledge sharing, collaboration and inspiration with the aim of accelerating the local implementation of the 2030 Agenda, including climate transition.

We want actors from different sectors and countries to meet in a common platform and together raise the issue of how we can accelerate our sustainability work and the implementation of the 2030 Agenda. We only have 10 years until the global sustainability goals should be implemented. The think tank Global Challenge has, therefore, on behalf of the UN Secretary — General’s Office, taken the initiative to create a platform to facilitate the work of implementing Agenda 2030 and its goals locally — something we believe is crucial to ensure sustainable development globally. Global Challenge is the initiator, but the work with Sweden Local2030 Hub is divided between about 20 organizations, among them Viable Cities.
The common focus for the work that Sweden Local 2030 Hub undertakes is how gender equality (goal 5), equality (goal 10), and collaboration (goal 17) can be used to promote sustainable cities and communities (goal 11) and strengthen the capacity for local implementation of Agenda 2030. The whole world is facing the challenge with Agenda 2030 and we are running out of time. Many of us feel that it is becoming urgent to speed up the processes that will implement global goals. Municipalities and cities feel that they need support relating to Agenda 2030 and sustainable local change. The purpose of the hub is to facilitate collaborations and gather cities and other relevant actors both in Sweden and globally and to be a place for inspiration, knowledge exchange and capacity building.
For a stakeholder in India, for example, it can be difficult to know where to turn if you are interested in an initiative in Sweden. Therefore, we want this hub to function as a window to the outside world so that Sweden can interact with other actors when it comes to the 2030 goals. The ambition is to openly spread good examples and Sweden has a lot of good examples to highlight.
Many goals can only be implemented locally, therefore, local actors and cities must work actively on the goals. Here, Sweden can function as a good pioneer country. We have a strong level of decentralization in Sweden and much of the decision-making takes place in the municipalities. We have a lot of knowledge, but this does not apply to all municipalities and regions. Some have more knowledge than others and have experiences to share. At the same time, many do not know where to turn with these questions. Therefore, we want to create a platform that can help Swedish actors to share their experiences so that the work can speed up.
We hope that, together, within the hub, we can increase the pace of implementation of Agenda 2030 in Sweden and globally. The idea with the Hub is to facilitate networking and the exchange of experience with other countries. There is a division within cities in Sweden but also globally. With the use of the hub internationally, it is possible to take part in more examples with similar cities. How the result will be is up to the involvement of the participating actors. The idea is not to create a new institution, but that we will try to utilize the structures that currently exist. The idea is that the Sweden Local2030 Hub should be proactive and contribute to producing support and information on difficult issues.
Viable Cities is a strategic innovation program in Sweden. The mission of the program is to accelerate the transition to climate-neutral and sustainable cities by 2030, with digitalisation and citizen engagement as enablers. The program is one of the members of Sweden Local2030 Hub. Viable Cities is jointly funded by Vinnova, the Swedish Energy Agency and Formas.
