Minutes

The meeting of the WestGate@Crane Authority was held on August 8, 2023 at the WestGate Academy and also virtually via zoom. The meeting was called to order at 1:34 PM.

Authority Board members in physical attendance include: John Mensch, Kent Parisien, Mark Bartlow, Dana Strange (attended virtually), Joe Morris, and Jerry Braun.

Also in attendance were: Bryant Niehoff, Kirk White, Joe Carley (virtually), Greg Jones (SIDC), Morgan Thewes, and Paul Quick (Smithville).

Kent Parisien made the motion to approve the minutes from July 11, 2023 meeting. Mark Bartlow seconded the motion and the motion passed unanimously.

Marilyn Hartman was not present. Greg Jones stated Marilyn Hartman will be sending an email breaking down the GSA payments.

Development Committee. Did not meet.

The Governance Committee — Did not meet.

The Tenant Committee — Reminder of Tenant engagement Barbecue on July 18 at Westgate Academy from 4:00 PM to 6:00PM. There were roughly 45–50 people. Jerry Braun thanked Samantha Nelson, Morgan Thewes and Kent Parisien for planning and working the event.

The White River Military Coordination Alliance Report — Next meeting is Friday August the 18th.

Crane Regional Defense Group briefing. Kent Parisien gave the report.

· Up to 53 members

· August 1 — Connect to Crane event (Expeditionary Division of Crane). Good event and had people from as far away as Washington State attend.

· September 8- Key Leader Series Event

· October 12 — Connect to Crane (Small Business event)

Bryant Niehoff emailed a monthly report. Bryant Niehoff highlighted the following;

· Updated Martin County officials.

· Worked on option agreements in Daviess and Greene County.

· Met with Key leaders and Greene County Regional Sewer District to communicate project progress.

· Tracking business opportunities with the Military Base.

· Met with Midstate corridor committee to determine status of cooridor.

· Hoosier energy shot drone footage.

Financial Reports were presented by Greg Joner. Jones provided an overview of the Tax Revenue, Building Maintenance, Non-Tax Revenue, the SVBT CD, and the Crane Federal Credit Union Certificate.

There were questions on the flow of the GSA leases. Greg Jones stated Marilyn Hartman will be sending a breakdown of the financial payments to include the JLL contract, Loan repayment and rent. Kent Parisien made the motion to approve the financial report. Jerry Braun seconded the motion and the motion passed unanimously.

Samantha Nelson gave a program activity report.

· July 18 Tenant engagement event was very well received.

· Next event August 1 (same day as Connect Mission) from 4–6 with one of the new companies that will be in the Hybridge Facility, Trusted Hybrid Conductor Facilities. They will be giving a presentation on Full Service on IC capabilities. This is a sponsored event.

· October will be the Dynetic Leidos — Hypersonic presentation.

· Samantha Nelson and Morgan Thewes have been orchestrating a microchip day with all relevant industries and academia entities. Aiming for November timeline. Speaking with ARI, Rose-Hulman, Purdue among others. Hoping for a one and a half day event.

· Samantha is requesting tenet numbers.

· September 6 there will be lunch and learn for first time homebuyers sponsored by Wininger Construction.

Samantha Nelson and Morgan Thewes gave the Facility Report

· Heather Strange has approached the academy about parking signs and spots designated for Navy under the GSA contract. There are currently only 150 spots, she is hoping there are more that could be available, and they would be clearly marked.

Kent Parisien made a motion to approve $5,000 for signage to assist with GSA Parking. This would include painting spots and window tags. Jerry Braun seconded the motion and the motion passed unanimously. Samantha Nelson will review the contract to determine who should be responsible and where the parking spaces are best located.

· Requested 3 picnic tables from Shoals High School. Estimated cost is $1,500.

· Need new flags and flag poles. Estimated costs included $2,500.

· There are extra door handles. The Board recommended keeping 5 and selling the rest.

· Johnson Controls services agreement for inspecting safety devices. The Board asked for quotes before approval.

· Ice machine in back needs repaired (Motor went out; cost >$500). The Navy wants to utilize it as well, adding extra emphasis on getting it repaired.

· New Coworking agreement with ATI out of Virginia.

· The Ice machine was repaired.

Morgan Thewes discussed banners and determined they were not allowed to be put on REMC Poles. PRF will research other options for signage.

Old Business

RJL Solutions is continuing to discuss Technology Park legislative issues and met with Senator Buchanan.

Jerry Braun made the motion to approve the Non-Tax Revenue Account Claims and Building Maintenance Account Claims. Joe Morris seconded the motion and the motion passed unanimously.

Kent Parisien made the motion to adjourn the meeting. Jerry Braun seconded the motion and the motion passed unanimously. The meeting adjourned at 2:42 PM.

The next meeting will be held Tuesday, September 12, 2023, at 1:30 PM via Zoom and in person at the Academy.
