Safety Enhancements At Parkway Boulevard Grade Separation Project Will Now Include A Flagger, Okayed At City Hall A Bay Area Exclusive On Transportation Planners and Safety Experts

City Council Members On Tuesday adopted a resolution for the City Manager to execute an Amendment (Contract Change Order #002) to the Construction Contract with Granite Rock Company for an amount of $26,444.68 to complete additional work related to the Parkway Boulevard Western Embankment and Utilities Project.
The amendment is on the heels of a separate decision to relocate a single 12kV Electrical Service Pacific, Gas and Electric Pole on the outskirts of Dixon to accommodate the continued development of the Parkway Boulevard Grade Project at a UPRR/Amtrak rail intersection in Dixon. https://www.up.com/index.htm https://www.amtrak.com/home
A report that necessitated this new amendment explained that a portion of construction involves Granite Rock hauling material out of the project burrow site which is located on Pitt School Road several hundred feet south of the at-grade rail crossing with Union Pacific Railroad’s (UPRR) main line.
After the contract award, City staff coordinated with Union Pacific Railroad to ensure that Granite Rock would be allowed to haul across the at-grade crossing.
As part of their agreement to allow this access, UPRR required that a flagger be provided at the at-grade crossing while Granite Rock performed hauling across the at-grade crossing. The requirements to provide a flagger at this location were outside of the original scope of work authorized under the contract between the City and Granite Rock Company, and City staff agreed to reimburse Granite Rock Company for the fees incurred by the requirements. The additional cost of Change Order №002 (CC0#002) is $26,444.68.
The cost of CC0#002 will be paid using a portion of the remaining $164,651 in contingency funds budgeted for the Project with the recently adopted FY 22/23 Budget.
Granite Rock is the same San Jose based company that handled reconstruction of Nut Tree Airport’s Northeast Apron and Taxilane Reconstruction. A Notice of Completion for that county Project was approved by the Board of Supervisors on January 3rd. That project was sourced with funds from the Federal Aviation Administration with an amount of $1,066, 809.00.
