Compliant Cannabis Product Packaging & Labels Part III: Flower and Flower-Only Pre-rolls

Requirements for Packaging Flower

Flower and flower-only pre-rolls require packaging that’s initially child resistant, or “Initial CRP” according to CDPH literature. Once a package of flower is opened, a product must clearly be labeled with the warning, “This package is not child-resistant after opening.” Pure Beauty’s cannabis cigarettes are packaged according to each and every one of the CDPH’s guidelines, starting with a tamper-evident seal. Requirements for Labeling Flower

Where do labels go?

Labels must be placed on the outermost layer of packaging. If the product has multiple layers of packaging, basic labeling information must also be printed on the inner container that holds the actual cannabis product. Be sure to include: 1) the universal symbol, 2) the product identity, 3) the net weight or volume, and 4) the words “cannabis-infused” if the product is an edible.

If the product in question is too small to fit all the required labeling information, hang-tags, peel-back labels, and inserts are acceptable.

What else isn’t allowed?

Some of the CDPH’s other rules are pretty self-explanatory, but in order to make this guide as detailed as possible here is a running list of the rest of California’s labeling guidelines or manufactured cannabis products.

Label cannot include a California county name unless 100% of cannabis product is grown in that county.
Label cannot be attractive to children, which includes using cartoons, images popularly used to advertise to children, imitating candy labeling, and using any variation of the word “candy” anywhere on the label.
Label cannot include the word “organic” or any other false or misleading information, including anything untrue or unproven that might lead consumers to have an inaccurate impression of the product.
Label cannot include unproven health claims such as the product’s ability to treat or cure disease, unless there is significant scientific agreement and the claims are supported by a totality of publicly-available peer-reviewed evidence.
Label cannot include a picture of the product if that product is an edible. Edibles must be in opaque packaging to reduce the risk that a child would be attracted to the product.
Label cannot market the product as an alcoholic beverage, and more information on this particular label restriction can be found in the Bureau of Cannabis Control regulations §5041.1.
