A month ago, Category 4 storm Hurricane Harvey, the wettest tropical cyclone on record to hit the United States, poured 50 inches of rain onto Houston, TX late August 2017. More than 30,000 people were displaced, 83 died, and damages are estimated to be upwards of $200 billion.
