1. Development Progresses
## Added
- Supported sender whitelist when transactions are restricted
## Changed
- Updated shard block broadcasting rule by using best total difficulty of the corresponding root block
- Removed Ethereum hard fork checks in EVM
- Cleaned up unused JSONRPC methods
- Limited the size of transaction list when broadcasting through P2P
## Fixed
- Enforced block / header downloading size limit during synchronization
- Fixed the issue about missing old shard blocks included in a root block, which is caused by root chain catching up shard chains while the shard server has rebooted
- Fixed coinbase reward calculation w.r.t. root chain tax for failed transactions
- Fixed a potential vulnerability issue if malicious miners manipulate block timestamps
2. QuarkChain Guardian Plan updated
The contract address indicated that the amount of staked QKC has already exceeded 50 million! dozens of well-known blockchain organizations and individuals have participated in Elf Guardian campaign after the voting portal officially opened, including ABC Blockchain, Bitman (the largest Korean community), Cobo (famous wallet application), CryptoTimes (Japanese blockchain media), BB News, and Wang Tuanzhang. 3. Cobo Wallet now supports QuarkChain (QKC) and staking Dapp
Cobo wallet announced to join in QuarkChain Guardian Plan and supports QuarkChain incredible staking Dapp in Cobo recently-updated Dapp store. Cobo wallet is the only official third-party wallet to cooperate with QuarkChain, and it helps users to stake for votes and vote for Elf. Users can vote for Cobo by participating in the QuarkChain Guardian Program on Cobo [Discovery] Channel.

4. New Partnership
DOS NETWORK is a scalable layer-2 network that implements decentralized oracle services, aiming to provide real-world data and computing power for mainstream blockchains. It links blockchain smart contracts with real-world data and events, and provides verifiable computing power for blockchains, enabling more application scenarios to be implemented on blockchains.
Two sides will jointly explore the technology development of blockchain and conduct further study of the performance improvement of blockchain as well as information interaction between on-chain and off-chain. QuarkChain was Invited to 2019 IEEE Industry Summit
2019 IEEE Industry Summit On Future Technology held from April 6th to 8th in Silicon Valley, USA. The summit focused on IoT, big data, AI, and blockchain technology, bringing together city leaders, planners, professionals, and researchers from around the world.
April 06, Dr. Qi Zhou, founder and CEO of QuarkChain delivered keynote speeches on “Boson Consensus: A Scalable Blockchain Sharding Consensus” at blockchain break-out rooms, he also hosted a seminar on the future of blockchain industry. Dr. Zhou and other attendees discussed the future application and development of blockchain. QuarkChain and Ethereum conducted one training session, focusing on companies and academic researchers who are interested in blockchain industry, to talk about blockchain challenges and future solutions on April 7, 2019. In the audience, there are researchers from industries including VMware, BMW, Equinix, and from top universities in the US, Germany, Austria, Italy, UK, etc.

Crypto World Expo in SF
Crypto World Expo held on April 13&14th in San Francisco. It was a showcase event for crypto teams to connect with users, investors, partners, and the tech media in an expo setting. More than 60+ companies showcased applications and products with demos at the expo hall, and 1000+ people included recruits, investors and researchers joined in this event. QuarkChain set up an exhibition table, and on-site demonstrated QuarkChain’s high transportation per second (TPS). QuarkChain engineers also introduced QuarkChain’s feature: high scalability and flexibility.
