What is FSSAI?

FSSAI is an organisation which monitors and controls food business in India, called the Food Safety and Standards Authority of India. It is an independent body established by the Government of India’s Ministry of Health & Family Welfare.

The FSSAI is a consolidating statute for food safety and regulations in India under the Food Safe and Standards Act, 2006 (FSS Act). It ensures quality controls of food products, thereby reducing the consumption of food adulteration and sale of sub-standard products.The Food Business Operators (FBO) in India is responsible for registering and licencing them and sets out rules and regulations for managing the food business in India.

Why is it Necessary To Register FSSAI?

Any FSSAI Registration or License must be compulsory to each food business operator involved in the manufacture, processing, storage and distribution of food products.

FSSAI Registration is not FSSAI License in that FBO should obtain the necessary registration or licence in accordance with its size and nature.

The registration is 14-digit or the licence number is printed on all food packs. The registration number of 14 digits gives details about the assembly status of the producer. This process of registration seeks to increase the accountability for food products to the FBO in order to preserve their quality. Regulation and regulations for licencing and registration are set by the Food Safety and Standards (Food Business Licensing and Registration) Regulations, 2011.

Registration/license procedure FSSAI Procedure

The registration or licence of the FSSAI is based on the volume and premises. The applicant’s premises are eligible for a licence, such as a basic licence, central licence and State Licence, depending on installed capacity, turnover or location.

Procedure for Obtaining FSSAI Registration

A passport photo and photo ID are the common documents required for basic registration.

The following additional documents are required for state and fssai central license apply:

  • A completed and signed Form B
  • Address proof
  • List of food category and products
  • Layout plan of the proposed location
  • List of equipment
  • MOA and AOA
  • Water test report
  • Import Export Code
  • NOC from municipality
  • Incorporation certificate
  • List of directors/partners

Documents Required For FSSAI Central License Apply:

  1. Form B duly completed and signed
  2. Plan of the processing unit showing the dimensions and operation-wise area allocation
  3. List of Directors/ Partners/ Proprietor with address, contact details, and photo ID
  4. Name and list of equipment and machinery used with the number and installed capacity
  5. List of food category to be manufactured
  6. Authority letter from manufacturer nominated a responsible person name and address
  7. IE code document issued by DGFT
  8. Form IX
  9. Certificate from Ministry of Tourism
  10. Proof of possession of premises
  11. Partnership deed/ affidavit of proprietorship
  12. NOC and copy of License from the manufacturer
  13. Food safety management system plan or certificate
  14. NOC from the municipality or local body
  15. Supporting document for proof of turnover and transportation
  16. Declaration form
  17. Analysis report of water to be used in the process to confirm the portability
  18. Source of raw material for milk, meat etc
  19. Recall plan wherever applicable
  20. Ministry of Commerce Certificate for 100% EOU
  21. NOC/PA document issued by FSSAI

Licensing can offer legal advantages to a food business, build goodwill, ensure food security, build consumer awareness and help business growth. It also helps regulate, produce, store, distribute and sell imported food.

Renewal of FSSAI License

For the start of the food business the FSSAI licence is essential, as well as the renewal of the licence. The licence is issued for a period of 1 year or 5 years and must be renewed 30 days before the current licence expires. A Food Licensing and Registration System (FLRS) online application has been developed by FSSAI to allow businesses to apply for licences on the Website.
