Short answer is: Matter alters (not causes) Time Dilation, Time Dilation causes Gravity.
Alters vs. Causes: Time Dilation does not require mass/matter to be around. Actually, Matter is produced by Time Dilation. That is how everything in our Universe came into being from nothing but space and time (time flow differences cause matter production). Mass/Matter is canned time (time inside particles is very slow compared to our current time in space).
