Not only police — they exclude fire department, uninterrupted electricity, safe(r) water, and several other similar things.

I strongly doubt any of the other developed countries are waiting with baited breath for America to lead police reform! They may be looking at us in horror, shock, amusement or even ridicule … but not for inspiration in this area.
