Summary:

In May 2025, Cellcom, a regional wireless carrier serving Wisconsin and Michigan’s Upper Peninsula, faced a significant service disruption due to a cyberattack. The outage, which began on May 14, affected voice and SMS services for thousands of customers. The company confirmed the cyber incident and initiated protocols involving cybersecurity experts and federal authorities to address the issue.

This incident provides a real-world scenario to explore effective crisis communication strategies. Through a structured PAIBOC analysis and interactive exercises, this article aims to provide practice managing communication during a crisis.

May 21, 2025, Wisconsin-based telecommunications provider Cellcom officially confirmed that a cyberattack was responsible for the ongoing service outage which affected thousands of customers across its network (GBHackers, 2025).

The incident, which began on Wednesday, May 14, primarily impacted voice and SMS capabilities, leaving many subscribers unable to make calls or send text messages (Kaaviya, 2025). According to Cellcom CEO Brighid Riordan, the cyber incident specifically targeted the company’s voice and SMS infrastructure while leaving other services intact (Kaaviya, 2025).

“We experienced a cyber incident. While this is unfortunate, it’s not something we were unprepared for,” Riordan stated in a letter to customers (Kaaviya, 2025).

The attack appears to have compromised components of Cellcom’s Public Switched Telephone Network (PSTN) infrastructure, affecting the Session Initiation Protocol (SIP) systems that handle call establishment and termination (Kaaviya, 2025).

Technical teams have made significant progress in restoring functionality, with SMS texting capabilities and Cellcom-to-Cellcom voice calls reinstated as of May 19 (Kaaviya, 2025). Unfortunately, interconnection with other carriers remains problematic, as the attack specifically targeted network components responsible for cross-carrier communications (Kaaviya, 2025).

The prolonged outage has caused significant disruption, with customers reporting missed family connections, business opportunities, and even job interviews (Kaaviya, 2025). In response, Cellcom has implemented a comprehensive customer support plan, stating, “As a gesture of accountability and thanks, we are covering outage service fees for the customers that continue with us.” (Kaaviya, 2025). The company has also warned customers to remain vigilant against potential scams exploiting the situation, advising them not to share personal or financial information in response to unsolicited communications claiming to be from Cellcom.

Section Summary

📝 Activity 1: PAIBOC Analysis

Objective:

To identify all the relevant details to help build Cellcom’s communication strategy in response to the cyberattack using the PAIBOC framework.

Instructions:

Individually or in a small group, complete a PAIBOC analysis based on the Cellcom cyberattack scenario. Consider the company’s communication challenges and objectives during the incident.

PAIBOC Framework:

  • P (Purpose): What is the purpose of Cellcom’s communication during the crisis?
  • A (Audience): Who are the primary and secondary audiences?
  • I (Information): What key information needs to be conveyed?
  • B (Benefits): What benefits or reassurances can be offered to the audience?
  • O (Obstacles): What obstacles might hinder effective communication?
  • C (Context): What is the broader context affecting the communication strategy?

Filled in PAIBOC Example:

P (Purpose): To inform customers and stakeholders about the service disruption caused by a cyberattack, outline the steps being taken to resolve the issue, and maintain trust through transparent communication.

A (Audience): Cellcom customers in Wisconsin and Upper Michigan, employees, media outlets, regulatory bodies, and the general public.

I (Information): Details about the nature of the cyberattack, affected services (voice and SMS), steps being taken to restore services, assurance that customer data remains secure, and channels for ongoing updates.

B (Benefits): Demonstrating proactive measures to resolve the issue, reinforcing commitment to customer service, and providing reassurance about data security to maintain customer loyalty.

O (Obstacles): Limited information about the cyberattack’s specifics, potential customer frustration due to service outages, and the challenge of maintaining credibility amidst uncertainty.

C (Context): Increased reliance on mobile communication services, heightened public concern over cybersecurity threats, and the competitive telecommunications market where customer trust is very important.

Discussion:

After completing the analysis, compare your findings with the model, looking for similarities and differences. Reflect on how the PAIBOC elements interrelate and the importance of each component in crisis communication.

📝Activity 2: Drafting an Initial Public Statement

Scenario:

You’re the Director of Communications at Cellcom. Within hours of the outage, you need to release a public statement to inform customers.

Task:

Draft a concise, transparent, and empathetic message suitable for social media platforms.

Guidelines:

  • Acknowledge the issue: Clearly state that the company is aware of the outage.
  • Express empathy: Show understanding of the inconvenience caused.
  • Provide assurance: Inform customers that steps are being taken to resolve the issue.
  • Avoid speculation: Do not provide unverified information about the cause.

Example Statement:

“We’re currently experiencing an outage affecting our voice and SMS services. Our team is actively working to resolve the issue and restore full service as quickly as possible. We understand how disruptive this can be and appreciate your patience. We’ll keep you updated as soon as we have more information. Thank you for your understanding.”

AI Integration:

Use AI tools like ChatGPT to draft and refine your message. Prompt example:

“Draft a 150-word public statement for a telecom company experiencing a service outage, focusing on transparency and customer reassurance.”

Reflection:

After writing your statement, compare it to the AI-generated example. What choices did you make in tone, length, and language? Did the AI version strike a better balance between professionalism and warmth, or vice versa? Think about whether the AI helped improve clarity or if it missed any human subtleties you captured. Use this comparison to learn when to lean on AI for first drafts versus final edits.

📝 Activity 3: Responding to Customer Concerns

Scenario:

During the outage, customers expressed frustration over the lack of timely updates.

Task:

Analyze sample customer feedback from social media and draft responses that address concerns while maintaining the company’s reputation.

Sample Customer Concerns:

“It’s been days without service, and we haven’t received any clear updates. What’s going on?”

“I rely on my phone for work, and this outage is causing major issues. When will it be fixed?”

“I’m worried about my personal data. Was any information compromised during the cyberattack?”

Guidelines:

Empathize: Acknowledge customer frustrations.

Inform: Provide available information without overpromising.

Guide: Direct customers to official channels for updates.

Example Response:

“We understand your frustration and sincerely apologize for the inconvenience. Our team is working around the clock to restore services. For the latest updates, please visit our official service page.”

AI Integration:

Employ AI to suggest appropriate responses. Prompt example:

“Generate a professional and empathetic response to a customer’s complaint about a service outage.”

Reflection

After drafting your own responses, evaluate them against the AI-generated reply. Did the AI demonstrate stronger emotional intelligence or miss opportunities for personalization? How did you handle tone or escalation differently? Reflect on whether the AI response maintained brand voice and customer trust — and whether your version offered something more human or contextually rich. This exercise invites you to think of AI as a co-writer or tone-checker rather than a final voice.

Important Note About Using AI

While AI can be a helpful tool for brainstorming and improving your work, it’s important to remember that large language models (LLMs) like ChatGPT don’t “understand” content the way humans do. They’re great at mimicking language patterns but lack true comprehension, emotions, or experience.

As you use AI, focus on leveraging it as a collaborative tool. Your personal judgment, empathy, and understanding of the context are critical to crafting an authentic, effective response.

Remember to critically evaluate AI-generated suggestions to maintain authenticity and appropriateness.

Note: The current version of Chat GPT at the time of this article is the GPT-4-turbo model (also referred to as GPT-4.5). All tips and advice for AI use is based on this model.
